I saw that there was a nice unowned lair in Chiconis, so I sold my old lair only to find out that the one I wanted could not be bought. What is the purpose of this lair?

is that south of Chiconis? I've seen a lair there which was always empty since I'm around in Istaria. I thought it was part of the community lair which was never there somehow
