Loading hangs on "Decoding Manifest"

Today I've tried logging in with a couple different characters, all attempts reached the "Decoding Manifest" stage and did not go further. At that point, there was no light on the pc indicating hard drive activity.

As a general precaution, I tried using "Clear World Cache", and while this made the hard drive operate during that stage, it still failed to decode the manifest.

There is definitely something wrong with at least chaos server. those who didn't crash or relog stayed in game (handful of players). I believe others cant log in right now ( I tried logging in my toons with no success). monsters,resources and npcs are not spawning.

Logged in after maintenance with no problems. Took a lunch break and now get stuck at "Decoding Manifest" when trying to log into Chaos. Two accounts, same problem on both.
