Deltas and Client patches are two entirely different things.

Deltas contain content and changes to the database, whilst client patches (who also can contain changes to the DB) mostly refer to stuff regarding things that are handled client-side.

-edit after rereading I guess what you're asking is whether delta 281 was also applied with this live client patch? quick answer would be no.

Best way to see what is applied when is by checking this board every time the servers go down.

The fix for animal hides is a keyword in the database, so this would only currently work while playing on Blight server (patching to Blight is not same thing). Once the deltas are moved from Blight to Chaos/Order then they'll work on those shards.

Most everything you see on the Blight's delta 281/282 will not work on Chaos/Order, even if you use Patch to Blight option (pull client updates from Blight) - this option can't pull database entries from blight.
