You can't [:(] 3 of the vapors you need are no longer in game. I submitted a tech support about it (see below).

I traded Trom (Faith Guild) several ghost vapors that he needs for his level 30 quest. He needs one of each race with the noticeable problem that 3 of them became lesser, weaker, and greater based on what changed in my vault.

I want to apologize for taking so long in getting back to you. I also want to thank you for bringing this to our attention. I've mentioned this to our Dev Team, and they have decided that due to the nature of the quest pre-merge, as well as the way that ghost vapors have been adjusted, that the entire quest will need to be redesigned completely. Unfortunately, what this means at this time is that the current quest will have to be deleted/cancelled. If you have any other concerns or questions regarding this matter, or any other, feel free to let us know.
