Once you activate a new account using a retail cd-key you get the first 30 days free before you must begin paying for a regular monthly subscription.

so does that mean i still have to sign up and pay for a monthly fee because i just want to play for the 30 days they give me.

Sign up and get the first month free. If you don't like the game, then cancel the subscription. If you like it, leave the subscription.
