Consigner listing limit per tier

I was asking around last night (US morning) and no one knew or could find the answer for me on the boards...

Does anyone know precisely what the listing limits on player made Consigners is for 1) owners and 2) other players per tier of Consigner?

I'm basically look for:

Tier of Consigner
Owner item limit
Player item limit

And if anyone wants to throw in the fee percentages per tier as well that would be cool but not necessary.

think it was like
t1-4 owner 20 items. others 10 items
t5-6 owner 40 items otehrs 20 items

t4 10% fee. 2.5% up/down with each tier
