Town Marshall's and Treasure Tables?

Any chance of some brief descriptions on these Town Marshall's, their purpose, etc?

Also, noticed in blight patch notes about Uncommon and Rare Treasure Tables being added. What kind of treasure? Is this just for the blighted stuff or perhaps for Crystal's and other rare treasure?

Well at least one of the new loot drops I think was shown in another thread as a no drop once equipped bow that was very nice. I do not remember the stats or the Thread about it.
