I did some checking - my suspicions were wrong regarding the reason why evasion techs weren't in the game initially.
However, "Armour use is fundamentally different from evasion in that you cannot spend TP to increase it, and no skills improve it" still remains true.
The lack of evasion techs still discriminates against beserkers and monks, since evading the damage is the way they deal with incoming attacks, instead of trying to reduce it through high armour. Armour techs are far less useful on lower defense armour. (I can explain why if needed.)
As a *possible* limitation for evasion techs, I'd suggest limiting it to being teched on the lighter armours, which would prevent heavy armour wearers like clerics, reavers and chaos warriors from having high damage absorbtion, along with high armour, we well as a shield the blocks and a weapon with a parry bonus. Given the fact that all armours have a requirement of their level*10, it would be nice to see the lighter armours have some benefits over their heavier cousins.
Another *possible* limitation would be to force players to decide with having an armour bonus or an evasion bonus.
