It's a raise donut covered in sugar. Some use powdered sugar, some use a glaze, others use just sugar crystals.
It's a PA Dutch tradition (there are some benefits to living in "horse and buggy land") that happens on Shrove Tuesday (today) in order to "fatten up" before Lent.
