Weapon, Spell, Ability delays

[Chasing]

I'm trying to get a better understanding of how delay equates in the different combat calcs

So

If I have a weapon delay of 50, is that 5 seconds?

I am aware of previous posts that refer to delay's and DPS calcs but I am interested in what its current usage is.

Each 10 delay is 1 sec, spells are usualy the cast time. For abilities i cant tell if its for before or after:/
