You might want to convert your images to .jpg or .png rather than using .pdf. Not everyone can view those and .jpg and .png are just all-around more convenient.

what photo editing program do you use?
most, if not all, will give you the option of saving a pic as another type of file if you use 'save as....'

Rasterize in an image editor (I used Gimp), convert to grayscale, and save as a png, jpg or gif, whichever results in a small file with acceptable loss of detail. You can also scan and save as an image file instead of a pdf. A lossless image format like png, bmp, or tif is preferable in that case. (You'll have to load the file in an image editor to crop and resize it, then save in a more size-optimal, possibly lossy format.)
As far as image editors go, I suggest trying one or both of these two:
Paint.NET - simple, lightweight, good for beginners
http://www.getpaint.net/
GIMP (GNU Image Manipulation Program) - not as simple or beginner-friendly, though packed with lots of advanced features (comparable to Photoshop).

http://gimp-win.sourceforge.net/stable.html (windows installer download)

When you save an image makesure you save it as a .jpg .gif or .png
