Forest Crawler Soldiers

I am on the Dragon quest :
Accurate Breath I: Improve Your Breath Accuracy
I got the quest from Gerix in Kion

I follow the directions in the quest and find the Forest Breeders but dont see the Soldiers. I run around the area and eventually find one. I attack it and it runs. I follow it and it runs all the way north of Parsinia and eventually runs deep into the water. This has happened for the two times I have managed to find a Soldier in the area the quest describes.

Seems their spawn point or roaming area or whatever it may be called..isnt what it should be?

Could someone check into it please
