Possible improper loot tables?
Tomb guards at Crankenspank's Tomb and Tomb of Borannis do not drop any formulae, techs, blighted weapons, broken weapon parts, or really anything except skeleton thigh/ribs and ectoplasmic residue, and some hoard items. Not sure if it's bugged or not, but based on previous aegis mobs, it seems out of whack drop-wise!

This behavior is by design. Only mobs in the "upper-half" of the Tier get a chance to drop rare loot. So, this means in Tier 2 only mobs that are levels 31 to 40 will have a chance to drop formula, broken items, etc.
