The training version of the tool fabric scissors has a requirement of Spinning (1) only. This means that players that are starting the Scholar school and ask for training equipment won't be able to use the fabric scissors, and must have a player-made tool made for them.

Training Fabric Scissors' requirements should be:

Spinning (1) OR
Clothworking (1) OR
Papermaking (1)

To bring it in line with it's player-made counterparts.
