I have sent in a bug report, and a support case.
I got a response to the support case that they would send the bug to the dev team.
No ETA was given, but it's better then nothing!

The Clothworking X and Leatherworking X techs are not applicable to the same item.
Any item, whether it be cargos, armor, tools or jewelry. They can't be applied to the same item.
