Ability: Inspire Bliss VI

Inspire Bliss VI cannot be used when in lower level schools. Not sure about lower versions of Inspire Bliss.

The rest of the t6 inspires work properly.

As the higher tier inspire abilities overwrite the lower tiers, this should work for any level, any school.
