I have a I7 4790k and Istaria only use 1 core. Its always over 90% usage of that core.
Is there anyway to force Istaria to use more cores?

No, unfortunately, you can't. This can only be done on the software side (coding) of the game. If the software is sequential in nature, then it typically can only utilize one cpu core at a time. In order to use multiple cores, the software must be designed to be broken up into independent threads or tasks, if possible.
If you find that heavy cpu core usage is slowing down your computer (and thus, your game), one possible solution to ease that, is to overclock your cpu. However, I do not recommend that you do that, unless you really know what you are doing.

I dont wish to overclock my cpu, I know how to, but i have planning on selling it sometime
I remember when i had a very weaker pc my game ran alot smoother. I have no clutter, half view distance, half graphic, no decorative npc, no furniture showing ect.
Well, i just have to live with it
